Roles & Responsibilities
UWCSEA is looking for a Procurement Assistant Manager to join its Dover Campus in September 2019.
Managing the site team in the Procurement Department, the Procurement Assistant Manager is in charge of managing all purchases (Tender & Purchases) of the College at the respective campus, and across both campuses when needed.
He/she reports to the Head of Procurement and supports daily operations to ensure a high standard of services for our community.
Responsible for managing the overall sourcing and non-sourcing flows of purchasing for the College, ensuring timely and accurate delivery according to requirements.
Manage the preparation of all documentation regarding tenders or special projects, including but not limited to Invitations to tender, tender/project requirements, internal approval forms and documents and publishing of tenders using online and offline methods.
Work closely with internal stakeholders to develop comprehensive requirements for tenders or special projects, providing expert advice on the best approach of contract type depending on the College’s goals.
Coordinate the Tender Evaluation Committee (TEC) and participate in tender evaluation meetings to obtain approvals for tenders, ensuring pre-reads are accurate and are ready for management review.
Review all contract documents based on the award approval and advise internal stakeholders to ensure award timelines are aligned with operational needs.
Develop strong relationships and build trust with key stakeholders in the College to understand business needs in order to build solutions in managing contracts/tenders.
Manage all relevant documents, forms, contracts, templates, declarations and other project-related documentation, ensuring proper record-keeping in the College’s cloud server.
Manage supply, quality, service, invoicing and other post-award issues between Suppliers and internal stakeholders.
Maintain contracts records systematically and trigger contract discussions with stakeholders before the expiry.
Promote the ERP system to process all tenders and special projects, providing guidance to key stakeholders on compliance issues; ensures vendor master data is up to date.
Drive the use of technology to innovate all aspects of the work required of the department, providing domain knowledge to integrate systems in order to maximise efficiency in all work processes.
Advise/train all staff members on the Procurement Policy, providing expert guidance on relevant processes and expectations of purchasing behaviour.
Advise internal and external stakeholders on issues regarding General Terms & Conditions of the College, including but not limited to coordinating with legal and finance departments
Assist in managing change across the College pertaining to the department’s scope, including but not limited to conducting workshops, preparation of presentation materials, training of key stakeholders and other necessary events.
Responsible for team performance in achieving KPIs and personal development, focusing on continual improvements throughout the department and identifying skills gaps.
Advocate and model a culture of accountability to the College and its values and behaviours.
Degree in Quantity Surveying, Building/Estate Management, Engineering or business-related disciplines.
Minimum 5 years of working experience in similar positions, preferably in a fast-paced working environment.
Knowledge of contracts administration and tender processes.
Ability to influence and strong negotiation skills.
Excellent communicator and able to work well with both external and internal stakeholders.
Positive work attitude and a high level of integrity are essential.
Able to work independently as well as in a team.
Strong written and verbal skills.
Able to multi-task and deliver results in a multi-cultural environment.
Familiar working in Google Suite, Microsoft Office and/or Mac OSX productivity apps.
