Reviewed and implemented annual HR initiatives and strategies to meet business needs
Maintain and manage HRIS database, HR administration etc. to include updated employee records/personal particulars on annual basis
BUDGETTING & BUDGETORY CONTROLS :Establish annual headcount budget & staff cost budget
manage headcount and staff cost controls to ensure they are within budgets
Compile and monitor monthly turnover/headcount and staff cost reports to include:Basic salary
Reimbursements for medical/dental claims, mobile phone claims
RECRUITMENTIdentify hiring needs with respective department heads and ensure recruitment needs are fulfilled within the timeframe and budget
Responsible for Recruitment & Selection Cycle – screening, shortlisting, interviews, placement, etc after consultation with the respective department heads pertaining to the job descriptions for job posting.
Monitor closely the Club’s Foreign Workers Quota position to ensure compliance with MOM regulations.
Review and update: HR policies, SOP, Employee Handbook
PERFORMANCE APPRAISALSFormulate and implement effective performance appraisals and equitable compensation and benefits system
Coordinate staff performance appraisal cycle, collate, deliberate and compile results & recommendations to GM/Management-Committee for endorsement /approval.
Upon approval by GM/MC, issue letters to individual employees pertaining to promotions, annual increment, bonus payment in April each year
SALARY & COMPENSATION MATTERS
Conduct annual industry survey pertaining to salary scales & staff benefits:that benchmark to market data
and various monetary and non-monetary packages to bring out an equitable
Conduct salary survey/benchmarking and total C&B package to formulate/develop effective compensation structure (salary scales) for all job titles so as to bring out an equitable compensation and benefits system
Prepare salary details (IR8A) for employees as part of IRAS statutory requirements for employee income tax purposes
Ensure the timely payment by Payroll Section pertaining to:employees’ month salaries, overtime pay, allowances
payment to all new hires
cessation of payment to resignees
payment of AWS in mid-December each year
EMPLOYEE RELATIONSActively engage staff of all levels to inculcate proper values to ACHIEVE and RECOGNISE SERVICE EXCELLENCE, respectable club culture and safe and conducive work environment
Engage in staff counselling to maintain proper employee attitude, work ethics, etc.
Manage employee grievances and follow up with solutions and feedback to Management
INUSTRIAL RELATIONSAct as a management representative on industrial relations matters
Maintain good rapport with industrial relations officer to achieve harmonious industrial relations with the union
Negotiate on terms of Collective Agreement and other issues related to all bargainable staff etc.
Resolve staff grievances brought to the attention of the union by the employees
Discuss/negotiate with union pertaining to annual increment.
TRAINING & DEVELOPMENTDeveloped and conduct Staff Orientation & Induction Programs that embraces the Club mission, vision and values
Developed and conduct Service Excellence culture using “3 Steps of Service” as a training guide and extensive role play.
Coordinate the following ANNUAL trainingFirst aid courseCoordinate with HODs pertaining to training needs analysis (TNA) and arrange for core staff for development courses
OTHERSSubmission of statutory survey statistics required by MOM
Maintain rapport with relevant statutory boards/employment agencies with regards to employment issues.
Update job descriptions for all positions
Conduct exit interviews of all staff who resign to obtain information on the cause of resignation.
Take charge of annual Staff Day
Candidate must possess at least Bachelor's Degree/Professional Degree Qualification in any field.
